Why, on the "After" photo, does the modder choose to have Full beam AND main beam on?

I modded my headlamps by putting new technology bulbs in, at £5 a throw (Reduced from £7 because I give a lot of business to the shop).  The difference is astounding.  On the M50 (The motorway not the Engine!!) (If you don't know that M/way...it's dark!) I don't need full beam on anymore.  Opposing drivers are not flashing me, so I guess the new bulbs are not dazzlers either.

I took a picture with low and high beams on so that you could see the difference between the HID's and the Philips Hyper Blue (or whatever they are called) halogen bulbs in the High Beam, the guy who did the write up above took a picture of the high beams because the bi-xenon projector also gives a high beam output so he could theoretically disconnect his high beam lamps.
