Harder - but also shorter as the spring compresses.

i.e there is less suspension travel available as the spring becomes compressed. And yes harder.

But that is a very vague question that has all sorts of complicated answers. I don't think you can just say one or the other as it needs an explination to answer.

-if you have a rising rate or 'progressive' spring, the springs get stiffer (more lbs/in) as it gets shorter. Problem is, the damper remains the same rate, so its likely to be overdamped or underdamped somewhere in the stroke. I agree with Pikey- what is 'best' isn't simple by any means... 

-On motorcycles, the rear suspension often has a single rate spring with a rising rate linkage. This is smart, as the damper remains better matched to the spring through the stroke. Surprisingly I have not seen this used on a road car suspension which is a pity- I think it would work really well.
