This has come up a few times on here.
Speed limit: 20 mph
ACPO charging threshold: 24 mph Summons: 35 mph Speed limit: 30 mph Speed limit: 40 mph Speed limit: 50 mph Speed limit: 60 mph Speed limit: 70 mph Charging threshold will be the lowest speed you can get caught doing for the Police to make a conviction. Greater than the summons value and you are up in front of the man with the wig.

The charging threshold will do doubt vary. Depending on what the exact circumstances are, were you the only car, were you on the mobile or not paying attention, the mood of the police officer.......
But yeah 79 in a 70 doesn't give you much slack, I would have thought that a police officer in order to get a sound conviction would go for higher speeds, as you say 85!
