Power steering will always whine on full lock. Are you sure the power steering fluid is not low? This is the main cause of noisy, heavy steering.
Why did you say 'belt slipping AGAIN? Have you had this trouble before?

initially when on full lock there was a high pitched whine, i previously posted on the forum regarding this and someone replied it was the belt. it has got a lost worse in the current heavy rain and the clicking has started now. i could only think that the belt is wet? (then again i do have difficult remembering to fill up with fuel!)

Have you tried just btightening the belt? If your fluid level is low then it shouldnt really cause squeaking & whining noises unless it is totally dry, then you could have knackered the pump. As long as there is some fluid in there your pump should be safe.
