That is not out of step with the guidelines I posted above, if they consider that area such a problem. See the over rider I posted above.

Advanced driving should be about making people safer, not driving faster.

ACPO guidelines state what the minimum action should be unless exceptional circumstances apply, not that action shouldn't take place below those speeds if Police consider their is juts reason to.

i.e.
On a 70 limit , the minimum action that should be taken for someone doing 79mph is a ticket (unless exceptional circumstances exist), 96 means a court appearance. There is also then the over rider that this does not replace an officers discretion to take that action (ticket or summons) at lower speeds where they deem it necessary.

Now in particular problem areas you may get a tciket for under 79 in a 70 for instance.

Cameras are actually set in line with ACPO guidelines, so they are infact set to prosecute at speeds which the Assosciation Of Chief Police Officers decree is the minimum for which action should be taken.
