318i Catalytic Converter

   Hello ALL,
Having some problems when with low power. Firstly, i have lost a hell of amount of power from E46, 1999, 1895cc M43tu engine with 70k on clock. On take off in 1st gear the car will shutter at around 2000 revs and lacks drive..  Now I think the problem could be either fuel filter or cat converter? I will be renewing the fuel filter this weekend but i need to find out is it possible to remove the cat converter and drive on this engine type and only replace for m.o.t. purposes.
